With reference to previous corespondence

resting with my secret letter No.15 of 6th May, 1941,

regarding attacks on junks near Hong Kong by Japanese

naval vessels, I have the honour to forward for Your

Excellency's consideration a list and summary of

such attacks reported between 1st. April and 30th.

June, 1941.

Your Excellency's attention is particularly

invited to cases reported on pages 7 and 8 of the

11st of attacks in which deaths and casualties were

occasioned by shooting from aeroplanes without even

the doubtful justification that a search for suspect

characters or forbidden cargo might afford.
